Circumcision ban to appear on San Francisco ballot

SAN FRANCISCO - A group seeking to ban the circumcision of male children in San Francisco has succeeded in getting their controversial measure on the November ballot, meaning voters will be asked to weigh in on what until now has been a private family matter.

City elections officials confirmed Wednesday that the initiative had received enough signatures to appear on the ballot, getting more than 7,700 valid signatures from city residents. Initiatives must receive at least 7,168 signatures to qualify.

If the measure passes, circumcision would be prohibited among males under the age of 18. The practice would become a misdemeanor offense punishable by a fine of up to $1,000 or up to one year in jail. There would be no religious exemptions.

The initiative appears to be the first of its kind in the country to actually make it to this stage, though a larger national debate over the health benefits of circumcision has been going on for many years. Banning circumcision would almost certainly prompt a flurry of legal challenges alleging violations of the First Amendment's guarantee of the freedom to exercise one's religious beliefs.

Supporters of the ban say male circumcision is a form of genital mutilation that is unnecessary, extremely painful and even dangerous. They say parents should not be able to force the decision on their young child.

"Parents are really guardians, and guardians have to do what's in the best interest of the child. It's his body. It's his choice," said Lloyd Schofield, the measure's lead proponent and a longtime San Francisco resident, who said the cutting away of the foreskin from the penis is a more invasive medical procedure than many new parents or childless individuals realize.

But opponents say such claims are alarmingly misleading, and call the proposal a clear violation of constitutionally protected religious freedoms.

"For a city that's renowned for being progressive and open-minded, to even have to consider such an intolerant proposition ... it sets a dangerous precedent for all cities and states," said Rabbi Gil Yosef Leeds of Berkeley. Leeds is a certified "mohel," the person who traditionally performs ritual circumcisions in the Jewish faith.

He said he receives phone calls every day from members of the local Jewish community who are concerned about the proposed ban. But he said he is relatively confident that even if the measure is approved, it will be abruptly -- and indefinitely -- tied up in litigation.

The initiative's backers say its progress is the biggest success story to date in a decades-old, nationwide movement by so-called "intactivists" to end circumcision of male infants in the United States. A similar effort to introduce a circumcision ban in the Massachusetts Legislature last year failed to gain traction.

"It's been kind of under the radar until now, but it was a conversation that needed to happen," Schofield said of the debate over male circumcision. "We've tapped into a spark with our measure -- something that's been going on for a long time."

International health organizations have promoted circumcision as an important strategy for reducing the spread of the AIDS virus. That's based on studies that showed it can prevent AIDS among heterosexual men in Africa.

But there hasn't been the same kind of push for circumcision in the U.S., in part because nearly 80 percent of American men are already circumcised, a much higher proportion than the worldwide average of 30 percent. Also, HIV spreads mainly among gay men in the U.S., and research indicates circumcision doesn't protect gay men from HIV.

For years, federal health officials have been working on recommendations regarding circumcision. The effort was sparked by studies that found circumcision is partially effective in preventing the virus' spread between women and men. The recommendations are still being developed, and there is no date set for their release, said a spokeswoman for the U.S. Centers for Disease Control and Prevention.

The CDC doesn't have a position on the San Francisco proposal, said the spokeswoman, Elizabeth-Ann Chandler.

Me also! This has nothing to do with religion, eventhough some religions do this procedure. But it is also a way to maintain the health of a young male who might not be not taught to clean properly. It is a family matter. Fact: It is best to have done at a very young age than done after 18 when there are more risks! This should be a family matter! We do not need more government in the family!

Well geez, let's cut off their ears since they may not clean them. It is a personal choice and my family (4 boys) was not circumcised by choice, notthing to do with religion. My own 4 boys are not. But I agree, it is none of my business what everyone else choses. You boys need to learn to clean themselves either way. I know it shouldn't have anything to do with a law.

Most women I have met have said they would be freaked out by a guy who didn't have it snipped. I sat and listed to a group of women at my work once talk about encounters with guys who didn't have it done and some of them said they stopped and left the guy right then and there or didn't go out with them again none of them cared for it. The general idea is that it's expected by most women in the U.S. If you are a guy who hasn't had it done and a woman didn't go out with you again after having an encounter its a good chance that this is why.

Anyone who says they "slay" Scottsdale females can not be taken serious... but I get a feeling that perhaps you don't really talk like that and are just kidding. As well anyone who has to brag about how many women they sleep with is full of it again an assumption of joking on your part. I'll give you the benefit of the doubt. All I did was make an observation based on what I have heard a lot of women many of whom are professionals in their 30's and 40's and are very experienced say they like it better. Its something that a lot of American women aren't used to because even with lower rates of circumcision most parents still opt to have it done so the chances of a female not encountering it even if they sleep with numerous people is pretty good. Another indication on overall social likes and dislikes can be pointed out in the sex industry its self. The majority of the population whether they admit it or not do view adult films at some point and there are hardly any men who are in the industry who aren't circumsized, not that there arent any that arent but its often a deciding factor in employment supply and demand is at work there.Calling it penis mutilation is a bit of a laugh as well....I'm sure most of the guys here would laugh at the suggestion that they are "mutilated"

Tell that to the countless Scottsdale females I slay on a weekly basis. They always come calling back for more. And the ones that even mention it, (rarely) enjoy it. I guess you're probably in high school though, since that's the only instances when anyone even mentions it being a deciding factor, or irregular.

Get your facts straight on Jewish penis mutilation before spreading hate buddy. Keep the (inappropriate term) clean and tightly and women could careless as long as you're hitting it right.

Rabbi needs some good freinds to tell him to leave the health issues up to Christians who know what is healthier. No one, not even another male jew, would consider doing anything with someone wearing a hood. It's gross,bacteria laiden and ugly. I mean really, look at the picture, he's up-side down. Shave the beard and grow the hair...It's full of bugs too.

Meanwhile, the parental notification if your minor wants an abortion law in San Fran was struck down a decade ago. So, you won't let the parents decide on a slice with a scalpel, but you will let the kids have major surgery without notifying the parents. Does anyone see a problem with that besides me?

That comparison is off based. Here is where the problem lies, we take this away from parents, what's next, they can't authorize toncil removal, wisdom teeth removal, tubes in ears, etc. ? I mean at what point do we say parents have the right to decide what is in the best interest of their child? Instead, you would make the person wait until 18, when they will DEFINITELY remember the pain. An infant doesn't remember, I am sorry, but it is better that way.

I'm at the point now where I just don't give a hoot what they do in San Fran. Just last week, a woman there was giving her little girl BOTOX and she acted like it was no big deal. There's a reason why the city is getting smaller. Their way out in left field politics is but a small reason.

I also find it interesting that they protest circumcision as "unnecessary, extremely painful, and even dangerous genital mutilation," but in San Fran it's entirely acceptable for a healthy individual to have their own genitalia removed / altered in order to become transgender -- all of which is certainly painful and even dangerous! (And I don't have an issue with individuals electing to become transgender -- I just think the "genital mutilation" argument is a bit ironic.)

Dharmalnitiative - Essentially what your're saying is that a family of ANY particular faith should not have any religious influence over a child in that family because you define it as "forcing" a religion.on that child.......and you think that a child should grow up religionless godless and with no exposure to spiritual teachings? ----- God help us.

This guy was the most boring - and not too honest - when it came to fishing, and he had all of the other fisherman tired of his boasting about his fishing skills. Wife worked for a pediatric urologist. You wouldn't believe how many issues uncircumcised kids had (repeatedly). Google it then say no to turtlenecks.

That gives me the thought of fighting the HIGH cost of healthcare. Doc's charge extra for providing this service. That's fair, but they have a little (hospital provided) plastic clip that is placed over the skin and it is less painful and requires no skills in placing it over.......
They want to charge 450.00 just to place it over the skin. Many people have not been able to pay the extra cost out of pocket and it's "tobad,so sad, for those folks. Why 450.00? Thanks Doc! They will remember you for the rest of their life!

My doctor botched the job and I had to go back later to have scar tissue removed. Because of that my wife and I chose not to have either of our boys circumcised but we would never presume to make that choice for anyone else.

So then, I can't authorize LIFE SAVING heart surgery for my infant? Or I should let them die of strep because I can't allow their toncils to be removed? How about a cancerous tumor? I should let my baby die because you think no knife should go near a child??? Are you insane? There are religions that practice this, more power to them, but I am not a part of them and you cannot force me to be, let me decide whether I want to give my child a chance to live, chance to not be sick all of the time, and a way to be more hygenic. You do what you want with your own children, but leave mine out of your decisions!

You do realize there are some religions that are against ANY live saving device regardless of what the outcome will be on the child. Google, Christ Scientist and others who have the choice to make life and death decisions for their children. Remember the case a year or so ago about the boy in Wis who's parents didn't want him to have something to do with cancer treatments. I think the courts finally overrode the parents, but if they just had left the state it would have been a mute issue.

Step 1. Breathe. Step 2. The comment was meant to apply to unnecessary surgery. Since not a single medical organization in the world recommends the procedure, I feel confident in saying it is unnecessary. This would place the procedure in the same category as infant nose jobs or baby tummy tucks. Obviously I (or any other person against circumcision) am not against you authorizing life saving surgery for your kid.

@thewakeboarder - many of the males that I know that were not circumsized as children, had to or chose to be circumsized as adults. My wife is a nurse and she has watched several men come in with serious issues, requiring surgery and circumcision to keep their member.

There are some benefits. If you don't want to circumsize your child, then don't - but that doesn't mean that we need laws making it a misdemeanor!

Nobody's forcing anyone to choose circumcision. As a child in Sunday school, I was taught about Old Testament laws, and the priest explained to us that many Jewish traditions demonstrate how smart the Jews were. They may not have had the scientific proof, but they knew that pork and shellfish could be deadly -- and that circumcision prevented illness. If a parent chooses to be hyper-vigilant about his/her son's hygeine until he's old enough to be trusted to keep it clean, fine -- but I don't know a 7 year-old boy who doesn't have to be reminded to wash behind his ears (or even to wash his hands after going to the bathroom). Imagine how horrified he'd be if, everytime he flushed, Mom caled out, "Did you remember to clean under your foreskin, honey?"

Here is the hygiene reason. Circumcision really got started in the 1840s, when British doctors began to think seriously about surgical cures for both physical and mental illnesses, as well as for various socially disapproved behaviors. One of the fathers of routine circumcision, and the inventor of the idea that it would confer immunity to syphilis, was a puritanical Quaker called Sir Jonathan Hutchinson. On the other hand, there was George Drysdale who championed safe sex (including condoms) and opposed fanatics such as Jonathan Hutchinson who sought to exploit the syphilis scare as an excuse to enforce mass circumcision.
In 1890 preventive circumcision become rigorously enforced in the United States. Just another form of institutionalization of the population. In a misdirected zeal, the doctors at that time even tried to have women circumcised to protect them from "childhood phimosis" (whatever that is?).
Circumcision is not common around the world, as most Americans think. Only United States, Iraq, some Nigerians, Sudanese, Pakistanis, South Koreans and some Australian Aboriginals circumcise boys.

@ reader22 "circumcision really got started in the 1840's"? you're only off by 4000 or so years. Some believe by as much as 15,000 years ago. It's in the Torah as part of the Covanant. Most "surgery" became popular in the 1840's with invention of anaesthetics.. and you left Israel off your list, OK?

Stupid - ending a pregnancy for a minor child is not the same - this is a women's issue for women no men allowed - it is dangerous for a child who has an immature uterus and body to bear a child - if you think otherwise check with your wife or mother

Why do pro-choice people always seem to forget that the fetus inside someone else's body is alive and doesn't have the ability to choose. We are responsible for what we do with our bodies; procreation- and it only happens one way- is the one of those things we do with our bodies. And it's not anti-choice, it's pro-life. By the rationale of your wording I should call you pro-death.

Don't wast time talking to pro-life people because they aren't interested in either the fetus or the child --they're interest in control. If men were really so anti-abortion they would wear condoms and stop producing kids. They don't, and won't ever unless a woman forces them to, so men can stop the BS about the "child" -- you could care less about, or the "fetus" that you could have prevented for being conceived. I always ask men if they use a condom and if they say NO, end of discussion. They don't do there part to prevent a pregnancy (can't abort what men don't produce) so you don't have any say in it after. When men start using a condoms ALL THE TIME, then they can weigh in on abortion but until them, shut up you get no vote.

just like my heart and lungs are alive. it's a growth, why are the pro life folks not outraged when we kill viruses inside of ourselves? it's both alive and created by "god" after all...

ROFLMAO women as young as 12 have been giving birth since our ancestors lived in trees. Do you really think a 16 / 17 yr old girl is not developed enough to have children? Their body starts ovulating when they reach puberty and their body has determined it is ready to create babies.

This is a "closet" effort to chase organized religion (primarily Jews, Muslims and Catholics) out of San Fran. A beautiful city with the largest concentration of wacky, counterculture people in the Americas. If LA is the Gamorrah, San Fran is the Sodom of the US.
