I think Chomsky was just pointing out that in the Global South Latin America has been the only block of nations who refused to participate in post 9/11 US renditions, whereas a couple of decades past the region was replete with military junta governments (trained and funded by the North) who not only used torture at the behest of their northern masters, but also added a few barbaric innovations of their own -- especially when dealing with suspected leftists. I agree with you in pointing out that political shifts do not necessary end in economic changes like Mandela and South Africa's ANC acquiescing to the neo-liberal economic model which perpetuated apartheid economically and divided the revolutionary forces via the natural emergence of a black bourgeoisie from among the leaders of the masses whom by securing their own newly bestowed privileges were also protecting and perpetuating the embedded privileges of the White ruling class and the entire system itself, in which apartheid is only gone in name. I also think that since the collapse of the Left, every time something small happens, some leftists quickly declare a victory, even though they're wrong to do so. Chomsky himself admitted that deep down he knows that the Left has no chance and that things are just going to get shittier... but then he adds something like "what else can we do, despair?" Which brings me to a quote I read a few months back by the Italian communist, Antonio Gramsci, who wrote these words while imprisoned for eleven years (where he died) under Mussolini's Fascists:
“The challenge of modernity is to live without illusions and without becoming disillusioned … I’m a pessimist because of intelligence, but an optimist because of will.”
