In the old days wealthy individuals did own whole villages...people paid rent but didn't own....Downton Abbey also comes to mind. The Lord owned the entire village.

My own great-grandfather was a wealthy man in Urmia who received income from a few villages in the form of rents, primarily...I admit it's odd to think this still exists, but it's not inconceivable considering the location.

A left over from feudal days no doubt
