..the special panel gave its recommendations for what to do next time. They suggested setting up mental health care providers to screen, watch and provide services to troubled youth...including reaching out to parents and monitoring the cases carefully.

Of course they won't do any of it. We can all come up with better ways of dealing with children in general and troubled youth specifically...but it costs money so forget it...mental health in this country is still seen, through Puritan eyes. as slacking off...pretending...making up stuff...you're supposed to "just do it" and stop whining and staring off into space...

What they described is basically giving a lot of time and attention and resources to troubled kids...sort of like they might have benefitted from BEFORE they had to shoot our own kids...before commisions would study them and panels make recommendations...in other words the squeaky wheel still gets the grease...and it's got to squeak first...and loud...and persistently.
